Summary (International version)

The following book is about "The Protection of Life on Earth" and was designed to support people’s understanding of the meaning and major functions of the UN and of Human Rights. It is dedicated to the core and heart the United Nations’ main purpose – the responsibility to protect and take care of life on planet earth. For this we need deep and valid insights into what is relevant to support natural development: From a universal point of view, the Responsibility to Protect (R2P) means taking care of nature. In doing so, we take care of ourselves, future generations and humans, plants, animals, air, water.

The author describes how this purpose can be supported and fulfilled by using a new tool designed for democratic IT-based Human Rights monitoring. This technology was largely inspired and developed by research scientists in Harvard Project Physics (from 1967 to 1973) and in the field of developmental (cognitive, social, emotional, educational and clinical) psychology. Additional support was provided by the UNESCO Institute for Lifelong Learning (UIL) in Hamburg in cooperation with scientists from the University of Hamburg, Germany. Human Rights quality management technology can provide useful tools to promote and protect Human Rights around the world applying the most efficient means possible – to give Human Rights an unmistakable meaning in individual lives. It was created to support the success of United Nations Development Programme (UNDP), the office of the United Nations High Commissioner for Human Rights (OHCHR) as well as the World Health Organisation (WHO), the Office of the UN Secretary General (UNSG) and further UN departments.

The book is mainly focused on the situation in Germany. This country’s constitution, the so-called basic law (Grundgesetz), was drafted in 1949, analog and consistent with the structures and functions of the United Nations. Therefore, the German pre- and post-war law order and political history must be considered in some detail. As a member of the European Community, Germany was always under the influence of structures and functions of EU administration. Considering that this is a complex field with many determinants, an IT-based control system has been developed, based on more than 60 years of systematic observations of violations as well as on respect and acceptance of the Human Rights principles in Germany. In line with the main themes of the UNESCO, educational, scientific and cultural systems were evaluated and particularly considered. These efforts have led to the first reputable and reliable long-term, bias-free natural science approach to record and report violations as well as to accept and obey Human Rights in the world’s history. Here, research and results were delivered by completely independent entities and agents who fulfilled their duties because of their personal, humane belief in accordance with the UN’s state-of-the-arts criteria. This approach can be seen as a
master plan and possibly be useful to other countries, too.

Results: For various reasons, it seemed quite impossible in Germany to pursue and implement democratic principles in line with the principles of law, as proposed in the basic law (Grundgesetz). As a German citizen and an advocate of Human Rights principles, the author of the study respects a long series of serious failures that have occurred during the rule of German political leaders since 1949. Although their failures have been widely publicized and criticized, their deficits in education, knowledge, skills, personal competence (maturity, awareness), ambition and familiarity with global demands have been predominant reasons for the continued use of poor and rather unsuccessful strategies. Therefore, the author is motivated and prepared to offer easy and constructive paths to emerge from difficult situations to all citizens, especially to politicians, lawyers and leaders in economy. Without significant risks and dangers, it allows them to finance and otherwise support the implementation of the proposed Human Rights monitoring strategy as a system for quality management, not only in German territories, but in all countries.

Thus, people in Germany could be the initiators of a significant amount of redemption and salvation for those who are still severely affected by the consequences of the First and Second World War worldwide. Deep down inside, any intelligent person in Germany knows that you can never truly win a war if you start it, because you don’t just harm the "enemy" but also your own assets and the natural environment. When someone starts a war, all involved parties can only lose. When the German Chancellor Willy Brandt was awarded the Nobel Peace Prize in 1971, he emphasized: "War is no longer the ultima ratio, but the ultima irratio."

Now the time has come to start the era of eternal peace on earth, foreseen and prepared by the German philosopher Immanuel Kant (1795). He was one of the most prominent pioneers of the UN's vision. Kant was deeply familiarized with the truth stated in the Hebrew Bible and in the teachings of Jesus of Nazareth as well as everywhere else.
